In the Diocese of Pittsburgh our Chrism Mass has always been on Holy Thursday Morning (10am) at the Cathedral and even though it is also something of a communal celebration for the priests to honor the institution of the Priesthood, we deacons have always been invited to attend (as we are for ALL diocesan functions at the cathedral). This year we have even been invited to join in the luncheon after the Mass which has been traditionally reserved for the priests!
A few years ago our bishop floated the idea in a poll of the priests to changing the Chrism Mass to another day and time (evening vs. morning) but the consensus was to leave things as they were.

This year in Youngstwon, Bishop Murry changed the Chrism Mass to Tuesday morning to make it easier for the priests in the diocese.

Our Chrism Mass has been on Tuesday since before I was ordained. I attended for a number of years, but parking has become a big problem, and I've gotten lazy about it.

Deacons are welcomed at our Chrism Mass on Holy Week Monday. They are not invited to attend the priests' Afternoon of Reflection gathering that same day.
About 35% of the deacons attend.

Chrism Mass has always been on Tuesday evening since I was ordained, but just changed to Tuesday afternoon last year. The Priests would have dinner with the Bishop before Mass but Deacons were never invited, though we were to the Chrism Mass. That changed I think 3 years ago, where the Deacon & Wives were invited to the dinner and then lunch. This year that changed again, with the wives dropped from the invitation.
